3.5 SCORE BORD: -The scoreboard must be clearly visible to everyone involved in the game including the spectators.
3.6 SIGNALS: - There shall be a provision of sound signals for the timekeeper and scorer. It shall sound to indicate the empty period, extra period and / or end of the game, and also the scoring of a goal.

3.7 TEAM FOUL MARKERS AND INDICATORS
There shall be a suitable device, a flag, to indicate the number of fouls. This flag shall be red in color and 35 cm in length and 25 cm in width. There shall be one such flag for each team. When any team shall cross its 5th foul the flag shall be displayed at the team’s side of the Game Officials table.


3.8 PLAYING FLOOR;
The playing floor surface shall be made of
Ø CONCRETE
Ø TAR
Ø MAT
Ø WOOD ETC.
The playing surface shall be an antiglare surface.

3.9 PLAYING COURT
The playing court shall be marked by a line 5 cm in width. This defined boundary line, and all other line marking, will be of a uniform colour, preferably white. Players shall be equipped with the necessary equipment before the match / game.

4. OFFICIAL ROLL BALL RULES

4.1 THE GAME: -Roll ball is a newly invented game, which is played by two teams. The team contains 6 players in each side. It is a good combination of Throw-ball, Basketball, Netball, Handball and Roller Skating. While skating, the player has to make the goal on the ‘Opponents side’. At the end of the game, a team will be declared as the winner on the basis of maximum goals scored.

4.1.1 BALL MOVEMENT: -Ball may be passed, thrown, tapped or dribbled in any directions by two hands only. Use of single hand is not allowed except for tapping. Back pass is allowed (in any direction and in any court). Any body contact becomes a foul or violation. Even ball contact with any part of body except hand is not allowed. 

4.2 DIMENSIONS AND EQUIPMENT

4.2.1 COURT AND LINE DIMENSIONS
1. PLAYING COURT: - The playing court shall be a rectangular, flat, hard surface free from obstruction. The dimensions of the playing court shall be 28m in length and 15m in width for Mini and Sub-Junior team’s, and 40 meters in length and 20 meters in width for Junior and Senior teams, measured from the inside edge of the boundary line.
2. LINES: - All the lines shall be drawn in the same colour (white), 5cm in width and clearly visible. The line means both, the end lines (on the short side of the playing court) and the side lines (on the long sides of the playing court). The lines are not part of the playing court.
3. CENTER LINE: - The centerline is the line drawn parallel to the end lines from the midpoints of the sidelines.
4. PENALTIES THROW LINE: - This line is drawn 5 meters away from the goal post for Senior and junior teams, and 4 meter’s for Mini and Sub-Juniors. The player while shooting a penalty shall not cut the penalty line before releasing the ball from the HANDS
5. FREE THROW LINE OR GOAL KEEPERS LINE: - Free throw line shall be marked 2 meters away from the goal post for Mini and Sub-Junior age group and 3 meters for Junior and Senior’s, only goal keeper of the defending team shall use this particular area. No other player can enter in that area or cross that free throw line (D area).
6. POSITION OF THE GAME OFFICIALS’ TABLE: - The table position shall be marked outside the court. It shall be placed two meters away from the court and shall be parallel to the sideline. The game officials must be able to see the court clearly; therefore, their table and chairs must be placed on a platform.
7. SAFETY MARGIN: - There will be a 2m. Wide safety margin space all around the playing court.
8. TEAM BENCH AREA: - Team bench area shall be marked outside the court on the same side as the Game officials table. This area shall be 3 meters away from the table and is also parallel to the sideline like the game officials table position.

4.2.2 EQUIPMENT
TECHNICAL EQUIPMENT: -The following technical equipment shall be provided by the home team and shall be at the disposal of the game officials for inspection.
1. GAME CLOCK AND STOPWATCH: -The game clock shall be used only for timing the period of play and the intervals between them. The game clock shall be clearly visible Stopwatch shall be different from game clock and shall only be used for timing time-outs.
2. SIGNALS: Two red flags are required for the signals to be given by the table officials.
3. SCORE BOARD: The scoreboard should be visible and legible to the players, and the spectators.
4. SCORE SHEET: The official score sheet shall be approved by the technical committee. The score sheet shall contain the following items:
Ø Name of the competition.
Ø The number of the game.
Ø The date the time and the place of the game.
Ø The names of both the teams.
Ø The name of the coaches of the teams.
Ø Time when the goal is scored
Ø The score (running), the running fouls and the time-outs of both the teams
5. TEAM FOUL MARKER: (As given before)
6. FIRST AID BOX: - Provision should be made by the organizers for fully equipped medical-box.
4.3 DUTIES AND POWERS: - The officials, the Game officials and the Commissioner shall conduct the game in accordance with these rules and have no authority to change these rules.

4.3.1 REFEREE: - Duties and Powers
There shall be two referees one for each half. The decisions of the referee are binding in any half. Both referees have the powers listed below.
Ø The referee shall inspect and approve all equipment to be used during the game.
Ø He shall not permit any player to wear objects, which may cause injury.
Ø The Referee has the power to stop the game on conditions.
Ø The Referee shall carefully examine the score-sheet at the beginning of the game and also at the end the game.
Ø He shall make the final decision whenever necessary for which he shall consult the main referee.
Ø If any point is not specifically covered by these rules then he has the power to make the decision.
Ø One additional referee may be provided if the nominated referee may gat injured.
4.3.2 SCORER: DUTIES AND POWER
Ø The scorer shall use the official score sheets to keep the record of the names and numbers of players who are to start the game/match and of all the substitutes who have entered the game/match.
Ø He shall keep a running summary of points scored and recovered of the field goals and penalty goals.
Ø He records the personal fouls and technical fouls charged against each player.
Ø The scorer must notify an official immediately when a 5th foul is charged against any team. Similarly, he shall record the technical fouls charged against each coach and must notify an official immediately when a coach is disqualified. The Scorer should notify the referee for each foul after the initial five fouls for a penalty.
Ø The scorer shall keep the record of the charged time-out of both the teams and shall inform the official whenever necessary.
Ø He shall indicate in a manner visible to both coaches that the particular team has crossed the 5th foul.
Ø He shall record the substitute players.

4.3.3 TIME KEEPER: - DUTIES AND POWERS
Ø The timekeeper shall be provided with a game clock and a stopwatch and shall keep record of the playing time and stoppage time.
Ø He shall co-ordinate with referee during the entire duration of the game.

4.4 THE TEAM
Each team shall contain twelve (12) players including substitute players along with one coach and one assistant coach. Each player must be eligible to play and having authorization to play for a team as stipulated in the regulations of the organizing body of the competition. Age limits are also taken into account.
The distribution of the player shall be as follows;
One= Goalkeeper (Can play D area) and five =Players,( Thay can play as Farwards , Defenders or Center ) and 

Six players shall be substitute players.
Each player shall wear a shirt numbered on the front side and backside. The number shall be clearly visible. Players of the same team shall not wear a duplicate number. All the team players shall wear the same kit. The on field playing teams should be in different colour (preferably contrast colour).

 4.4.1 SAFETY GUARDS TO A PLAYER: - Safety guards are compulsory . These include proper helmet, knee-pads and center guard, supporters .

4.4.2 GOAL KEEPER :- He has to prevent the ball thrown by the opponent from entering the goal. He can use any part of his body to do so .

4.4.3 DEFENDER :- He prevents the opposition from making a goal . He shell gat hold of the ball and pass it to the center player/forward player . However if the opponent succeeds in making a goal and the referee blows the whistle then he has to give a pass to his player from side line or end lines.

4.4.4 CENTRE: -He is the most important player who has to be very agile, swift and acrobatic. He defends and attacks at the same time by giving and receiving passes made to or by the defenders or forward players. He can score the goal.

4.4.5 FORWARD PLAYER: -He defends and attacks and passes the ball skillfully with the objective of making a goal. He can score the goal.

4.4.6 CAPTAIN DUTIES AND POWERS: -The captain is a player who represents his team on the court. He may communicate with the officials during the game to obtain information. The captain may act as a coach if there is no coach for the team. In case of any dispute at the end of the game, the captain shall protest against result of the game in writing and sign the score sheet to register protest.

4.4.7 COACH / TEAM MANAGER  DUTIES AND POWERS: -He is the only representative of the team who may communicate with the table officials during the game to obtain statistical information. If the Coach is not available due to some reasons the team manager may take over the Duties and Powers of the Coach / Coaches / Team Managers shall give the scorer a list with the names and corresponding number of the team who are eligible to play the game, 30 minutes before the game. A coach / Team Manager can take the substitutions as well as can take the time-outs. The Coach can make any number of rolling substitutions permitted he indicates the substitutions to the Referee and the table Officials.   If necessary the coach / Team Manager is permitted to remain standing during the game. The coach / Team Manager shall also write his name in the score sheet.

 4.5 PLAYING THE GAME:

4.5.1 PLAYING REGULATION:

AGE: Age Group Determination the participants age as on 1st January of the current year will determine his/her age group.

4.5.2 BEGINNING OF THE GAME:
1. To start the game first referee will whistle and call both the teams to line-up at centerline.
Ø Player’s introduction.
Ø The official will call the captain of the team, which wins the toss to choose the goal post side or ball possession.
2. The team, which has got the possession of the ball, will start the game at the middle of the centerline and he will give a back pass to start the game.

4.5.3 HOW THE BALL IS PLAYED :-Roll Ball is played with single or both the hands. A player may dribble, pass or throw the ball with the single or both the hands. To run with ball or roll with the ball without dribbling deliberately kick or block it with any part of the leg or strike it with first is a violation. To accidentally come into contact or touch the ball with the foot or leg accidentally is not a violation. A player can tap the ball in any direction with open hands.CONTROL OF THE BALL: A player is in control of the ball when he is holding or dribbling or has a live ball at his disposal. Team control continues until an opponent gains the control, or the ball becomes dead or the ball has left the players hands on a shot of a field goal and gone outside the playing court.

4.5.4 GOAL:-The goal is made when a live ball enters between the goal post. The goal is counted when a live ball crosses the base line of the goal post completely; the goal is not counted if the ball is  partially touching the base line. One point is scored for each goal. If a player accidentally scores a field goal in his own goal, the point shall be recorded as scored by the captain of the opposing team. If a player deliberately scores a field goal in his own goal, then it is counted as a violation and the goal does not count. After a successful goal the game will start at the side of any corner. The goal shall not be counted if the attacking player of the opposition shoots a goal and enters the goalkeepers line (D area).

4.5.5 TIE GAME: -If the game is tied, it is played for 5-2-5 minutes of Extra time. If the score remains tied even after that the game will be played till a goal is scored. With this GRAND GOAL the game will end the team, which scored, will be declared the winner.



4.5.10   GENERAL PRINCIPAL: - The Roll Ball game is a test of physical strength and ability to control the body while playing this game. Also mental stability, team spirit is very important. All these qualities enrich this game and will endear the game to athletes across all age group in the roller skating world. Once introduced the game will prove to be popular and will succeed as a competitive sporting event

4.6 FOULS: - A foul is infraction of the rule involving personal contact with an opponent and/or unsportsmanlike behaviour. A foul is charged against the offender and he is subsequently penalized according to the rules.

4.6.1 PERSONAL FOUL: - A personal foul is a player foul, which involves illegal contact with an opposing player, whether the ball is live or dead.
DETAILS: A player shall not hold, block, push, charge, trip, impede the progress of an opposing player by extending his arm, hand, elbow, shoulder, hip, leg, knee or foot nor by bending his body into an ‘abnormal’ position nor shall he indulge in any rough or violent play. The players cannot enter the goalkeepers or the free throw line (D area); it will be counted as a violation.

4.6.2 DOUBLE FOUL: -A double foul is a situation in which two opposing players commit contact fouls against each other at approximately the same time. A personal foul shall be charged against each offending player but NO PENALTY THROW shall be awarded.

4.6.3 TECHNICAL FOUL BY A PLAYER: -It is a player foul, which does not involve contact with an opposing player. When a player disregards warning by officials or uses unfair tactics. A technical foul shall be charged against the player.
PENALTY: one penalty throw shall be awarded to the opponents.

4.6.4 OFFENSIVE FOUL: -An attacking player who is in possession of the ball shall not hit or throw the ball on opposing team’s player
PENALTY: A foul is to be called on the attacking player. A penalty throw shall be awarded. 

4.6.5 TECHNICAL FOUL BY A COACH OR TEAM MANAGER: -A coach or team follower shall not be disrespectful or address or contact the officials the game officials or the opponents. This shall be charged against the coach.
PENALTY: the opponents shall get one penalty throw.

4.6.6 PENALTY THROWS: -For a serious and dangerous Foul in the Goalkeepers line or free throw line (D area) or other side the referee may award a penalty throw. The victimized player against the goal - keeper alone, scores this from the penalty throw line. After committing 5, team fouls the opposition team will be given a penalty throw, every consecutive foul after the initial 5 fouls will be awarded a penalty throw.

4.7 VIOLATIONS: -A Violation is an infraction of the rules. A ball shall be awarded to the opponents for a throw-in, from out of bounds, at the place closest to the infraction.

4.7.1 DRIBBLING: - The player cannot dribble the ball with one hand.

4.7.2 TRAVELLING: - The player in possession of the ball shall not keep skating without dribbling the ball.

4.7.3 BODY TOUCH: - The ball shall not touch any part of the body of any player during the game.

4.7.4 THREE SECONDS: - If the player stops his dribble then he has to pass the ball to the teammate within 3 seconds.

4.7.5 LINE CUT: - The player while taking the throw in from the side line should no touch or cross the line before releasing the ball, if done it will be a violation and the ball possession will change.
